Can I remove a white background?

Yes. Sample a white area and raise tolerance gradually to include off-white shadows without erasing the subject.

Why should I export as PNG?

PNG supports transparency. JPG does not, so transparent areas would be filled with a solid color.

Does this work on complex photo backgrounds?

It works best when the area to remove has a consistent color. Complex scenery usually needs semantic background removal rather than color selection.
